Tasks Module Stage 1: RBAC + Validation + Events Fix 

- Add canCreate/canEdit/canDelete checks in TasksController
- Add input validation in store() and update() methods
- Fix events naming: task.* (singular) instead of tasks.*
- Add CSRF validation for API endpoints
